Minister of Public Works and Housing Calls the Balinese Highly Appreciate Water for Generations

JAKARTA,Balitopnews.com - The Governor of Bali, Wayan Koster was honored to speak at the Kick-Off Meeting 10 th World Water Forum by emphasizing that the Balinese people in carrying out the purification and glorification of water sources from generation to generation carry out the Tumpek Uye Upakara Niskala/Religion and Sakala for the welfare and happiness of human life. The speech on glorifying water sources through the Tumpek Uye Ceremony was delivered directly by the Governor of Bali, Wayan Koster before the President World Water Council, Mr. Luic Fauchon along with members of the Board of Governor Water Water Council, the Minister of Public Works and Housing of the Republic of Indonesia as well as the Vice Chair The 10th WWF National Organizing Committee (NOC), Basuki Hadimuljono, Indonesian Minister of Tourism and Creative, Sandiaga Uno, Minister of Water and Sanitation Senegal, Serigne Mbaye Thiam, President of the Republic of Tajikistan, Sultan Rahimzoda, Ministry of Equipment and Water Marroco, Ziyad Abdeslam, Honorary President, World Water Council, Benedito Braga, Ambassadors in Indonesia, PJ Governor DKI Jakarta, Heru Budi Hartono and before 1,500 participants from 56 countries at the Jakarta Convention Center (JCC), Jakarta,, Wednesday (Buda Paing, Krulut) 15 February 2023.

 

 

By wearing Balinese traditional attire, the Governor of Bali also took the opportunity to express his gratitude to the World Water Council for holding the 10th World Water Forum Kick-Off Meeting which was one of a series of the 10th World Water Forum summit meeting which will be held on 18-24 May 2024 in Bali. The theme of the 10th World Water Forum is "Water for Shared Prosperity". This theme is very much in line with the values ​​of local Balinese wisdom, namely Danu Kerthi, which means purification and glorification water sources. Purification and glorification of water sources is carried out in a Niskala/Religious and Sakala manner. Niskala/religiously, it is carried out with the Tumpek Uye Upakara, which is a holiday to purify and glorify water sources, held every 6 months of the Balinese calendar (210 days), to be precise on Saturday, Saniscara Kliwon, Wuku The

 

Balinese ancestors, have given life advice that water is a source of well-being and happiness in human life. For the Balinese people, water has a Niskala/Religious and Sakala function. Niskala/Religiously, water functions as Tirta, for the benefit of Traditional Ceremonies, and for self-purification/cleansing. In Sakala, water functions as a source of welfare and happiness in people's lives, to fulfill daily life, and for agriculture. For this reason, the Provincial Government of Bali has implemented the policy outlined in the Governor of Bali Circular Letter Number 04 of 2022 concerning the Life Rules of the Balinese Community Based on the Values ​​of Local Wisdom Sad Kerthi in the New Era of Bali, which came into force on January 4, 2022. Sakala, the Provincial Government of Bali enforces policies regulated by Regulations Governor of Bali Number 24 of 2020 concerning Protection of Lakes, Springs, Rivers and Seas, which came into force on 29 May 2020. Governor of Bali Regulation Number 24 of 2020 was issued during the leadership era of the Governor of Bali, Wayan Koster, because Bali has very adequate water sources and it is mandatory for its sustainability to be maintained. Bali has water sources, namely: 4 lakes (Lake Batur, Lake Beratan, Lake Tamblingan, and Lake Buyan); 246 rivers, some of which cross the regencies in Bali; Waterfall; and many Pure Springs (Air Klebutan). Lake Batur, which is located in Kintamani District, Bangli Regency, is the largest lake on the island of Bali, which functions as a rich ecology with biodiversity, with development potential for tourism, fishing, horticultural agriculture which has been stipulated in the RTRW of Bangli Regency. Lake Batur is also one of the world's cultural heritages as Batur Global Geopark by UNESCO since 2012. Based on these local wisdom values, the Balinese have a culture of managing water in an agricultural system known as Subak. Subak is a form of irrigation system that is able to accommodate the socio-technical dynamics of the local community. The subak irrigation system is managed with the principles of fairness, openness, harmony and togetherness through an organization flexible and democratic society with the public interest. This system does not merely regulate problems and technical matters of regulation and distribution of water only. But also pay attention to environmental, social, and Niskala/religious aspects. Since in 2012 UNESCO has recognized Subak as a world cultural heritage after Indonesia fought for it for 12 years. This matter making Subak a special culture of water management because subak can make farming communities in Bali in harmony with nature to achieve optimal yields.


The Governor of Bali, Wayan Koster then said that Bali is an island that has beautiful natural wealth, people friendly staff, as well as a rich and unique culture, so that Bali is a major global tourist destination. Bali has facilities complete and accessibility, as well as highly experienced in organizing international events, such as the 2018 IMF and World Bank Meetings, and the Presidency Summit G20, November 15-16 2022, which took place with great success. President of the World Water Council, Mr. Luic Fauchon in his speech invited all countries that will attend the 10th World Water Forum in Bali in 2024 to be used as a momentum to increase cooperation in global water management.
