DENPASAR, Balitopnews.com - Regional Secretary of Bali Province, Dewa Made Indra, believes that support in every democratic contest is normal. Likewise, according to him, ASN certainly has political rights, but he emphasized that this should only be done in the TPS booth. "There is no excess activity other than at the TPS," emphasized Dewa Made Indra when opening the Coordination of Supervision of ASN Neutrality within the Bali Provincial Government at Wiswa Sabha Utama, Bali Governor's Office, Thursday (April 18, 2024).

He hopes that all ASNs, both in Bali Province and Regency/City ASNs, can maintain neutrality properly in every democratic party. Meanwhile, regarding the implementation of the upcoming Regional Head Election, Dewa Made Indra assesses that the challenge of ASN neutrality faced will be more difficult than the 2024 General Election and Presidential Election. Dewa Made Indra explained that in the implementation of the 2024 General Election and Presidential Election, ASN neutrality within the Bali Provincial and Regency/City Governments was very good. "In general, ASN in the Bali Provincial and Regency/City Governments have been able to maintain their neutrality well," he explained.

However, he revealed that there were still violations of neutrality that occurred, such as those committed by officials at one of the vocational schools in Bali and violations of neutrality by ASN in Buleleng Regency. "There is only one in the Bali Provincial Government and there is no mercy. "We will impose heavy sanctions in the form of demotion and transfer to a place far from the location where the person concerned lives," Dewa Made Indra said.

According to him, imposing strict sanctions needs to be carried out to provide a deterrent effect. Meanwhile, violations that occurred in Buleleng Regency have also received sanctions from the local Civil Service Development Officer. Chairman of the State Civil Apparatus Commission, Agus Pramusinto, appreciated the efforts of the Bali Provincial Government in maintaining the neutrality of ASN in the implementation of the democratic party which was considered to be very good. He explained that violations of ASN's neutrality had a negative impact on government implementation. Meanwhile, forms of violations that often occur include engineering regulations, mobilizing human resources, allocating budget support for political purposes, program assistance and using government facilities and infrastructure. On the other hand, based on KASN data, there has been a decrease in the number of ASN neutrality violations in 2024 when compared to 2020. Of the 489 violations reported in 2024, 278 of them were proven to be violations and were imposed temporary sanctions in the previous election in 2020, the number of violations Reported cases reached 2,034, with 1,597 of them proven to have violated and received sanctions. Even though there has been a decline, violations of ASN neutrality still occur frequently. Agus Pramusinto hopes that in the future the neutrality of ASN can continue to be maintained to create an independent bureaucracy and public services can be carried out well. (Rls/Btnc)
