Governor Koster Promotes Objectivity in Charging Position

The Governor of Bali  Wayan Koster reiterated his commitment to prioritizing objectivity in filling positions in the Bali Provincial Government. A number of indicators that become references in the promotion and transfer of employees are work period, rank, performance, competence, professionalism, integrity and track record.

Governor Koster conveyed this in the presence of disciplined appeal participants who took place on the Bali Governor's Office Page in Denpasar, Monday ( July 1, 2019)

The principle and attitude of objectivity of Governor Koster has been shown in filling 91 administrator positions (Echelon III) and 187 supervisory positions (Echelon IV) which were appointed on Thursday (June 27, 2019).

In the process of filling in the position, he was really detailed about studying employee data submitted by the Regional Personnel Agency (BKD). One of his concerns is an employee with a long working period of high rank, but long stalled in a staff position or lower echelon.

On the sidelines of the disciplinary ceremony, Governor Koster had called a number of employees who had just received a promotion. They are Ni Made Ayu Hariwati SH MH who currently serves as Head of Goods / Services Procurement and Advocacy Section at the Bureau of Procurement of Goods and Services at the Regional Secretariat of Bali Province, and Ir Ekapria Dharana Kubontubuh MSi, Head of Infrastructure and Regional Affairs at the Regional Development Planning Agency , Research and Development of the Province of Bali, and Ida Ayu Gede Widari Sukerti SE MSi, Head of the Expansion of Employment and Transmigration Opportunities at the Department of Manpower and Energy and Mineral Resources of the Province of Bali.

In addition, Governor Koster also called two echelon IV officials namely I Nyoman Kenyem Subagia SPM MKes who served as Head of Development and Quality Section of UPTD Health Laboratory Center at Bali Provincial Health Office, and I Ketut Merta SKM MKes, Head of Basic Services Facilitation Section at the Office Community and Village Empowerment in Bali Province.

Five officials whose names were called forward, one by one invited to go to the podium to convey impressions and messages. They compactly thanked Governor Koster for finally getting a promotion opportunity after being stalled for a long time in the staff position or lower echelon.

According to Koster, they are examples of high-ranking employees, have long working periods with good educational backgrounds, but have long been stagnant in lower positions or even remain staff. According to him, this shows that there is something wrong in staff management in the Bali Provincial Government.

"I, along with Deputy Governor, Secretary, Head of BKD and inspector will tidy up this with a more drastic effort," said the man who also served as Chair of the PDI-P Bali Province. Through the arrangement carried out, he hopes that in the future the Bali Provincial Government's bureaucratic posture will be more ideal in overseeing the implementation of the vision of 'Nangun Sat Kerthi Loka Bali'.

"Staffing management must be better managed. Employee placement should be tailored to education and expertise," he added.

Still in his direction, Governor Koster reminded newly appointed officials to be able to work well because their report would be assessed. "Build cooperation to improve service quality. Productivity will be measured by output, "he said, stressing.
